Yet I would argue that there are hopeful signs in the recent rash of law enforcement actions directed at cybercrime.<\/p>\n<p class=\"wls-paragraph\">Unfortunately, these law enforcement \u201cwins\u201d don\u2019t always receive the attention they deserve (or they get lost in the tweet-driven media storm that defines the political agenda in some parts of the world today).<\/p>\n<p class=\"wls-paragraph\">This two-part article serves to draw attention to some of the positive news in the world of cybercrime deterrence, including a string of arrests.<\/p>\n<h2>Arresting development<\/h2>\n<p class=\"wls-paragraph\">So far this year, dozens of criminal hackers from around the world have been arrested, indicating that law enforcement agencies are getting better at cybercrime investigation.<span class=\"block_quote_right\">\u201cTHIS SUGGESTS THAT CYBERCRIME IS BECOMING A RISKIER PROPOSITION FOR ASPIRING CRIMINALS.\u201d<\/span><\/p>\n<p class=\"wls-paragraph\">This suggests that cybercrime is becoming a riskier proposition for aspiring criminals. I will have more to say on that after we run through a baker\u2019s dozen of this year\u2019s more encouraging cybercrime headlines (that is: encouraging to law abiding citizens, discouraging to the criminally-inclined):<\/p>\n<h3>Linux malware campaign leads to&nbsp;46-month sentence (<a href=\"https:\/\/www.justice.gov\/opa\/pr\/russian-citizen-sentenced-46-months-prison-involvement-global-botnet-conspiracy\" target=\"_blank\" rel=\"noopener noreferrer\">Department of Justice<\/a>, August 2017)<\/h3>\n<p class=\"wls-paragraph\">Russian citizen Maxim Senakh, co-conspirator in the Windigo Operation, had pled guilty in March to participating&nbsp;in a criminal enterprise that compromised \u201ctens of thousands of computer servers throughout the world to generate millions of dollars in fraudulent payments\u201d (DoJ). Senakh&nbsp;was indicted in January of 2015. Finnish authorities detained&nbsp;him in August of that year and extradited him to the US in February 2016. (Check out <a href=\"https:\/\/www.welivesecurity.com\/2014\/03\/18\/operation-windigo-the-vivisection-of-a-large-linux-server-side-credential-stealing-malware-campaign\/\" target=\"_blank\" rel=\"noopener noreferrer\">ESET\u2019s award winning&nbsp;Windigo research<\/a>)<\/p>\n<h3>A pair of prolific malware authors arrested (<a href=\"https:\/\/www.washingtonpost.com\/local\/public-safety\/two-latvians-charged-with-running-major-hacking-service\/2017\/07\/05\/17598108-6189-11e7-a4f7-af34fc1d9d39_story.html\" target=\"_blank\" rel=\"noopener noreferrer\">Washington Post<\/a>, July 2017)<\/h3>\n<p class=\"wls-paragraph\">Two Latvian men were accused in federal court in Virginia of running a malware service since 2006. They produced keyloggers and \u201cRemote Access Trojans\u201d used to compromise thousands of company computers in the US.<\/p>\n<h3>Nine arrested for Fireball malware (<a href=\"http:\/\/mashable.com\/2017\/07\/26\/chinese-hackers-arrested\/#ZzYCbWZwOgqz\" target=\"_blank\" rel=\"noopener noreferrer\">Mashable<\/a>, July 2017)<\/h3>\n<p class=\"wls-paragraph\">The Chinese suspects arrested by Chinese authorities were accused of infecting tens of millions of computers with malware that generated fake clicks and diverted website traffic.<\/p>\n<h3>A five-year prison sentence for Citadel malware developer (<a href=\"http:\/\/fortune.com\/2017\/07\/19\/russian-prison-sentence-malware\/\" target=\"_blank\" rel=\"noopener noreferrer\">Reuters<\/a>, July 2017)<\/h3>\n<p class=\"wls-paragraph\">A Federal District Court in Atlanta sentenced Mark Vartanyan, known online as \u201cKolypto,\u201d after he pled guilty to computer fraud charges. The Citadel malware was used to steal personal financial information from thousands of computers and enabled hundreds of millions of dollars to be <a href=\"https:\/\/www.welivesecurity.com\/2013\/06\/06\/fbi-and-microsoft-break-up-500-million-citadel-botnet\/\" target=\"_blank\" rel=\"noopener noreferrer\">taken from bank accounts<\/a>.<\/p>\n<h3>Arrest made in Petya malware case (<a href=\"http:\/\/www.zdnet.com\/article\/ukraine-police-arrest-suspect-behind-petya-ransomware-attack\/\" target=\"_blank\" rel=\"noopener noreferrer\">ZDNet<\/a> and <a href=\"https:\/\/ukranews.com\/en\/news\/512337-police-detains-dnipropetrovsk-region-citizen-on-suspicion-of-spreading-petyaa-malware\" target=\"_blank\" rel=\"noopener noreferrer\">Ukrainian News<\/a>, August 2017)<\/h3>\n<p class=\"wls-paragraph\">This may not be the person who wrote Petya, and details are still emerging, but authorities assert that this person was distributing Petya.<\/p>\n<h3>FBI arrests Wall Street insider (<a href=\"https:\/\/www.cyberscoop.com\/rogue-insider-charged-writing-malware-steal-wall-street-firms-crown-jewel-algorithms\/\" target=\"_blank\" rel=\"noopener noreferrer\">Cyberscoop<\/a>, April 2017)<\/h3>\n<p class=\"wls-paragraph\"><a  href=\"https:\/\/www.welivesecurity.com\/wp-content\/uploads\/2017\/08\/wall_street.jpg\" data-rel=\"lightbox-gallery-0\" data-rl_title=\"\" data-rl_caption=\"\" data-magnific_type=\"gallery\" title=\"\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-98476\" src=\"https:\/\/www.welivesecurity.com\/wp-content\/uploads\/2017\/08\/wall_street-300x201.jpg\" sizes=\"auto, (max-width: 640px) 100vw, 640px\" srcset=\"https:\/\/www.welivesecurity.com\/wp-content\/uploads\/2017\/08\/wall_street-300x201.jpg 300w, https:\/\/www.welivesecurity.com\/wp-content\/uploads\/2017\/08\/wall_street-768x515.jpg 768w, https:\/\/www.welivesecurity.com\/wp-content\/uploads\/2017\/08\/wall_street-114x76.jpg 114w, https:\/\/www.welivesecurity.com\/wp-content\/uploads\/2017\/08\/wall_street-97x65.jpg 97w, https:\/\/www.welivesecurity.com\/wp-content\/uploads\/2017\/08\/wall_street.jpg 1000w\" alt=\"wall street street sign\" width=\"640\" height=\"429\"><\/a><\/p>\n<p class=\"wls-paragraph\">Man accused of using malware to steal valuable algorithms. A reminder that insiders are a serious threat, and insiders sometimes use malware.<\/p>\n<h3>Owner of malware crypter service arrested, plus six customers (<a href=\"https:\/\/www.bleepingcomputer.com\/news\/security\/police-arrest-owner-and-six-customers-of-malware-crypter-service\/\" target=\"_blank\" rel=\"noopener noreferrer\">Bleeping Computer<\/a>, June 2017)<\/h3>\n<p class=\"wls-paragraph\">This is a case of police hitting the crimeware supply chain. The suspects were not writing malware but enabling its distribution.<\/p>\n<h3>Two Russians appeared in a UK court over an alleged clearing bank cyberattack (<a href=\"https:\/\/www.law360.com\/articles\/912610\/russian-duo-plead-not-guilty-to-bank-cyber-scam-charges\" target=\"_blank\" rel=\"noopener noreferrer\">Law 360<\/a>, April 2017)<\/h3>\n<p class=\"wls-paragraph\">This story has gone dark since the suspects appeared in court in April \u2013 so stay tuned.<\/p>\n<h3>Alleged spam king arrested (<a href=\"https:\/\/krebsonsecurity.com\/2017\/04\/alleged-spam-king-pyotr-levashov-arrested\/\" target=\"_blank\" rel=\"noopener noreferrer\">Krebs on Security<\/a>, April 2017)<\/h3>\n<p class=\"wls-paragraph\">The capture of Pyotr Levashov was a classic \u201carrested while on vacation\u201d win for law enforcement. He is better known as \u201cSevera,\u201d described by Brian Krebs as \u201cthe virtual linchpin connecting virus writers with huge spam networks.\u201d Levashov allegedly ran the <a href=\"https:\/\/www.welivesecurity.com\/2013\/04\/17\/win32kelihos-botnet-keeps-on-phishing-now-exploiting-boston-bombing\/\" target=\"_blank\" rel=\"noopener noreferrer\">notorious Kelihos botnet<\/a>, the dismantling of which will be covered in part two of this article.<\/p>\n<h3>Android banking malware gang arrested in Russia (<a href=\"http:\/\/www.darkreading.com\/attacks-breaches\/russian-cron-cyber-gang-arrested-for-raiding-bank-accounts\/d\/d-id\/1328924\" target=\"_blank\" rel=\"noopener noreferrer\">Dark Reading<\/a>, May 2017)<\/h3>\n<p class=\"wls-paragraph\">For those who think most cybercrime is \u201cRussian on American\u201d, it is refreshing to read that Russian&nbsp;authorities arrested \u201ca group of 16 Russian hackers who managed to seize more than $800,000 from Russian bank customers using malware loaded onto Android devices\u201d (especially because the criminal coders were in the process of refining their malware to hit banks in the UK, US, Germany, etc.). Russian authorities arrested and jailed nine suspects, in addition to the 50 already detained in 2016 (pro tip: don\u2019t mess with Russian banks).<\/p>\n<h3>Russian virus writer arrested in Spain (<a href=\"http:\/\/www.reuters.com\/article\/us-spain-hacker-russia-idUSKBN154132\" target=\"_blank\" rel=\"noopener noreferrer\">Reuters<\/a>, January 2017)<\/h3>\n<p class=\"wls-paragraph\">A Russian virus writer was nabbed by Spanish law enforcement and FBI (Security Affairs, January 2017). A 32-year-old Russian citizen known as Lisov SV was arrested at Barcelona airport, accused of creating and administering the widely used banking trojan known as Vawtrak\/Neverquest\/Snifula (detected by ESET as Win32\/PSW.Papras).<\/p>\n<h2>Law enforcement and cybercrime<\/h2>\n<p class=\"wls-paragraph\"><a  href=\"https:\/\/www.welivesecurity.com\/wp-content\/uploads\/2017\/08\/cybercrime_law.jpg\" data-rel=\"lightbox-gallery-0\" data-rl_title=\"\" data-rl_caption=\"\" data-magnific_type=\"gallery\" title=\"\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-98402\" src=\"https:\/\/www.welivesecurity.com\/wp-content\/uploads\/2017\/08\/cybercrime_law-300x200.jpg\" sizes=\"auto, (max-width: 640px) 100vw, 640px\" srcset=\"https:\/\/www.welivesecurity.com\/wp-content\/uploads\/2017\/08\/cybercrime_law-300x200.jpg 300w, https:\/\/www.welivesecurity.com\/wp-content\/uploads\/2017\/08\/cybercrime_law-768x512.jpg 768w, https:\/\/www.welivesecurity.com\/wp-content\/uploads\/2017\/08\/cybercrime_law-65x42.jpg 65w, https:\/\/www.welivesecurity.com\/wp-content\/uploads\/2017\/08\/cybercrime_law-114x76.jpg 114w, https:\/\/www.welivesecurity.com\/wp-content\/uploads\/2017\/08\/cybercrime_law-97x65.jpg 97w, https:\/\/www.welivesecurity.com\/wp-content\/uploads\/2017\/08\/cybercrime_law.jpg 1000w\" alt=\"cybercrime and handcuffs\" width=\"640\" height=\"427\"><\/a><\/p>\n<p class=\"wls-paragraph\">Will these law enforcement \u201cwins\u201d be enough to defeat cybercrime? Of course not, but don\u2019t under-estimate the deterrent effect that a growing number of arrests and prison sentences can create. Historical research in criminology suggests that only a small percentage of property crime offenders are hard-core criminals who never give up their life of crime.<\/p>\n<p class=\"wls-paragraph\">Many criminals eventually desist, and the phenomenon of criminal desistance is well-documented in relation to \u201clife-course transitions\u201d such as marriage, parenthood, and legitimate employment. If we accept a rational choice theory of crime, then those life events, together with shifts in the risk landscape, like a well-publicized string of arrests, can tip the balance toward going straight.<\/p>\n<p class=\"wls-paragraph\">An increase in the perceived risk of getting caught and being sent to prison can be a decisive factor in the constantly evolving risk-benefit assessment of criminal opportunities (think: \u201cIt\u2019s not worth the risk now that I\u2019ve got a kid to take care of and a decent job; besides, they\u2019re arresting a lot more malware players these days\u201d).
